Los Angeles had just voted 9 to 1 in the city coucil, agreeing to pay $9 million dollars to five victims of a drunk driver whose car wandered across a center line and hit the van they were riding in. This vote was in coordinance with the $27 million dollar settlement and L.A> needs to pay 57% of that amount. The court said the drunk driver may not have crossed over the center line if the city was responsible. According to the judge, L.A. is irresponsible because the yellow line at the center of the road isn't bright enough. (these are you tax dollars).
